彰化縣長候選人黃文玲18日提出多項籌建文化首都，提升彰化文化觀光底蘊推動策略和目標，得到多位藝術家的力挺。目前競選總部即公開展示藝文界人士提供的20幅畫作，包括趙宗宋、蔡滄龍、洪宗勳、洪東助、黃清珠、李賜鎮、黃奇欽、陳芬芬、林碧霞、林世坤等大師作品展出，使得黃文玲競選總部平添不少藝術氣息，令人賞心悅目。

黃文玲表示，文化底蘊的提升絕非蹴可幾，彰化擁有豐沛、雄厚的藝文資源，也有眾多從事創作的人才。因此提出執政之後將強力推動以下可行政策、作為，一、活用閒置空間，開發創作展覽區。二、協助辦理藝文社區大學，讓藝文融入日常生活中。三、公辦青年藝術家文創育成中心。四、國寶工藝師薪承計畫，以一對一師徒制，由縣府提供薪資補貼，讓技藝得以薪傳。

黃文玲強調，為了彰化的藝文、觀光發展與推動，都能讓外界看到，並且成為文化首都，將會全力推動上述政策與作為，相信在大家共同努力下，彰化成為文化首都的願景與目標，一定是指日可待。
