國防部戰規司長一度持有綠卡

國防部傳出高階文官持有綠卡：戰略規劃司長成雲鵬，在2010年至2011年之間，曾經持有綠卡（美國永久居留權）。對此成雲鵬解釋，由於女兒嫁到美國，因此是以依親身分申請居留權，不過已於2011年放棄。

成雲鵬是陸軍官校61年班畢業，2006年以陸軍總部少將副參謀長退伍，考取特考轉任文官。他先擔任戰規司副司長，2011年11月升任司長。官員表示，成雲鵬原本已經打算退休，因此申辦綠卡；但前部長高華柱有意拔擢其為司長，成雲鵬考慮之後，決定接任新職、放棄綠卡。

官員也證實，依據現行法令，常任文官不得擁有外國籍（雙重國籍），但並無限制申請外國居留權。
