行政院發言人鄭麗文指出，民進黨主席蘇貞昌6日中午致電行政院長江宜樺，表示盼能見面一談，隨即到行政院拜會江宜樺，就近日社會關注的「會計法」修正案當面提出看法，兩人晤談約20分鐘。江揆重申行政院不提覆議的立場。
江蘇會出席者包括民進黨祕書長林錫耀、政策委員會執行長吳釗燮、首席政務副執行長黃致達、行政院祕書長陳威仁及鄭麗文。
鄭麗文轉述，蘇貞昌表示，前立委顏清標先生因立法院三讀修正通過會計法第99條之1條文，而能提早獲釋出監，恐會引發爭議，因此蘇貞昌建議，行政院應行使憲政上的權力，立即提出覆議，以避免法案生效後所衍生之問題。
江宜樺說，會計法修正草案立法院討論已久，於第7屆立法院會期內就已排入議程，而於第8屆第3會期經過多次朝野協商後，獲得朝野四黨團簽字同意並三讀通過，所以這是由立法委員發動，經朝野協商三讀通過的法案，行政院原則上予以尊重。
江宜劃並向蘇貞昌說明，根據中華民國憲法增修條文，「行政院對於立法院決議之法律案、預算案、條約案，如認為有窒礙難行時，得經總統之核可，於該決議案送達行政院十日內，移請立法院覆議」，按覆議案之內容大多是與憲政有關之法律或重大政策，而此次會計法乃因內容謄打疏漏，而導致條文解釋出現疑慮，應可透過行政解釋化解各界疑慮，由主管機關做出解釋，讓法律規定之內涵得以明確即可，所以行政院目前並無提出覆議之規劃。 (接下一頁)
